{"id":1986,"date":"2016-02-27T13:50:29","date_gmt":"2016-02-27T11:50:29","guid":{"rendered":"http:\/\/www.iucuellar.org\/?p=1986"},"modified":"2016-02-27T14:37:31","modified_gmt":"2016-02-27T12:37:31","slug":"votamos-no-a-la-destruccion-de-9-ha-de-pinar","status":"publish","type":"post","link":"https:\/\/www.iucuellar.org\/?p=1986","title":{"rendered":"Votamos NO a la destrucci\u00f3n de 9 ha. de Pinar"},"content":{"rendered":"<p><span style=\"font-size: medium;\">Desde IU queremos dejar claro que estamos por la creaci\u00f3n de empleo, empleo de calidad, y el desarrollo industrial de la Comarca de forma sostenible ambiental y socialmente.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: medium;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i0.wp.com\/www.iucuellar.org\/2016\/imagen\/Permuta\/RecalificacionesAserraderos_Resinas.jpg?resize=624%2C291&#038;ssl=1\" alt=\"\" width=\"624\" height=\"291\" data-recalc-dims=\"1\" \/><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: medium;\"><a href=\"https:\/\/www.iucuellar.org\/2016\/Sonido\/03_20160226Ladis.mp3\" target=\"_blank\">Escucha aqu\u00ed la intervenci\u00f3n de Ladislao Gonz\u00e1lez (alcalde de Navas de Oro) en la rueda de prensa<\/a><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: medium;\">En estos momentos nos encontramos con una empresa (Resinas Naturales) que pretende ampliar, en 9 ha, sus instalaciones industriales en una parte del Monte de Utilidad P\u00fablica n\u00ba 10 perteneciente a la Comunidad de Villa y Tierra de Cu\u00e9llar, un pinar con un gran valor ambiental y definido, con las Normas Urban\u00edsticas del municipio de Cu\u00e9llar en la mano, como \u201cSuelo R\u00fastico con Protecci\u00f3n Natural\u201d, \u00bfNO tenemos suelo urbanizable industrial en Cu\u00e9llar?<\/span><\/p>\n<p><span style=\"font-size: medium;\">La respuesta es S\u00cd, m\u00e1s de 57 ha:<\/span><\/p>\n<p><span style=\"font-size: medium;\">En la salida sur de la autov\u00eda:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: medium;\">Pol\u00edgono La Serna \tcon 231.910,55 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<li><span style=\"font-size: medium;\">Pol\u00edgono de Ctra. \tCantalejo con  80.566,90 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<li><span style=\"font-size: medium;\">Pol\u00edgono de Ctra. \tSegovia con 51.060,75 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: medium;\">En la salida norte:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: medium;\">Ctra.  Olmedo con \t77.485,90 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<li><span style=\"font-size: medium;\">Ctra.  Valladolid \tmargen derecho con 45.726,86 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<li><span style=\"font-size: medium;\">Ctra.  Valladolid \tmargen izquierdo con 41.005,93 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<li><span style=\"font-size: medium;\">Camino de Vallelado \tcon 47.631,78 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: medium;\">La capacidad de estas zonas industriales, pendientes de urbanizar, supera los 570.000 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span> (57 ha).<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: medium;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i0.wp.com\/www.iucuellar.org\/2016\/imagen\/Permuta\/20160226RuedaDePrensa01.jpg?resize=598%2C335&#038;ssl=1\" alt=\"\" width=\"598\" height=\"335\" data-recalc-dims=\"1\" \/><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: medium;\">Hace muchos a\u00f1os que no se desarrolla suelo industrial en Cu\u00e9llar, desde que el Partido Popular llega al gobierno municipal de Cu\u00e9llar en el a\u00f1o 2007 no se ha desarrollado nada, la excusa que ha estado dando el alcalde de Cu\u00e9llar a esta situaci\u00f3n es que el ayuntamiento no tiene recursos y no iba a gravar a los propietarios de los terrenos con un gasto que no se sabe cuando van a recuperar.<\/span><\/p>\n<p><span style=\"font-size: medium;\">Entonces, si el ayuntamiento de Cu\u00e9llar no tiene capacidad para realizar el desarrollo de las zonas industriales tendr\u00e1n que hacerlo las administraciones que tengan capacidad de hacerlo, otra cosa es que tengan voluntad, por ejemplo:<\/span><\/p>\n<p><span style=\"font-size: medium;\">-La <span style=\"text-decoration: underline;\">Diputaci\u00f3n Provincial de Segovia<\/span> puso en marcha un Plan Estrat\u00e9gico cuyo objetivo era fijar los lugares donde ubicar \u00e1reas industriales junto a la autov\u00eda A-601.<\/span><\/p>\n<p><span style=\"font-size: medium;\">\u00bfPor qu\u00e9 no lo ha hecho y no desarrolla suelo industrial junto a la autov\u00eda, por ejemplo, en el municipio de Cu\u00e9llar?<\/span><\/p>\n<p><span style=\"font-size: medium;\">-La <span style=\"text-decoration: underline;\">Junta de Castilla y Le\u00f3n<\/span> realiza los Proyectos Regionales de Actuaci\u00f3n de Urbanizaci\u00f3n (PRAU), que deber\u00edan aprovecharse para desarrollar una zona industrial en Cu\u00e9llar, y tambi\u00e9n ahora ha creado una partida para estimular la creaci\u00f3n de nuevas empresas. <a href=\"http:\/\/www.comunicacion.jcyl.es\/web\/jcyl\/Comunicacion\/es\/Plantilla100Detalle\/1281372051501\/_\/1284243397008\/Comunicacion\" target=\"_blank\">El PRAU Trascastillo<\/a> (urbanizaci\u00f3n de 431.000 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span><span style=\"font-family: Times New Roman,serif;\"> en Cu\u00e9llar) estar\u00e1 durmiendo el sue\u00f1o de los justos y s\u00f3lo fue una promesa electoral m\u00e1s del PP en el a\u00f1o 2011.<\/span><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: medium;\"><span style=\"font-family: Times New Roman,serif;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i0.wp.com\/www.iucuellar.org\/2016\/imagen\/Permuta\/20110201PresentaConsejeroSilvanPRAU_Cuellar.jpg?resize=411%2C307&#038;ssl=1\" alt=\"\" width=\"411\" height=\"307\" data-recalc-dims=\"1\" \/><br \/>\n<\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\">-La existencia de los <span style=\"text-decoration: underline;\">Fondos Europeos de Desarrollo Regiona<\/span>l (FEDER) parece ser algo desconocido para el gobierno del PP en el ayuntamiento de Cu\u00e9llar pues hasta el momento no sabemos que haya intentado utilizar esta herramienta para el desarrollo industrial de nuestro municipio.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: medium;\">Las Normas Urban\u00edsticas de Cu\u00e9llar se aprueban en el a\u00f1o 2011 tras verse obligado a retirar el ayuntamiento de Cu\u00e9llar, gobernado por el PP, el Convenio con la empresa Aserraderos Cu\u00e9llar para el cambio de uso de 26 ha de pinar (Suelo R\u00fastico con Protecci\u00f3n Natural) a suelo industrial. EXACTAMENTE LO MISMO QUE SE PRETENDE HACE AHORA. El documento de referencia de la evaluaci\u00f3n ambiental de las NUM era bien claro, <span style=\"color: #000000;\"><span style=\"font-family: Times New Roman,serif;\">en la p\u00e1gina 4 dice:<\/span><\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\"><span style=\"font-family: Arial,sans-serif;\"><em>En segundo lugar, en relaci\u00f3n al suelo urbanizable, se considera adecuado el modelo urbano y territorial propuesto, evitando los crecimientos dispersos de \u00e9pocas anteriores, <\/em><\/span><span style=\"font-family: Arial,sans-serif;\"><em><span style=\"text-decoration: underline;\"><strong>con la excepci\u00f3n<\/strong><\/span><\/em><\/span><span style=\"font-family: Arial,sans-serif;\"><em> de un \u00e1rea de crecimiento al oeste de un asentamiento fabril ya consolidado y pr\u00f3ximo al LIC. En este caso, el valor natural y la fragilidad de toda la unidad <\/em><\/span><span style=\"font-family: Arial,sans-serif;\"><em><strong>desaconsej<\/strong><\/em><\/span><span style=\"font-family: Arial,sans-serif;\"><em>a cualquier iniciativa urbanizadora y por eso se se\u00f1ala que el <\/em><\/span><span style=\"font-family: Arial,sans-serif;\"><em><strong>ISA deber\u00e1 plantear la elecci\u00f3n de otras \u00e1reas alternativas de desarrollo industrial.<\/strong><\/em><\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\">Lo explicamos, la NUM en su primera redacci\u00f3n dicen que pasan de &#8220;suelo r\u00fastico com\u00fan&#8221; a ser suelo urbanizable industrial 26 ha. en el denominado <strong>SUR-14 Ca\u00f1ada de la Reina, <\/strong>(a muy pocos metros del lugar que se pretende ahora pues entonces la empresa Aserraderos consigui\u00f3 las 26 ha de pinar tras hacer, tambi\u00e9n, una permuta del MUP 10 con la Comunidad de Villa y Tierra de Cu\u00e9llar). El documento de referencia citado antes ya dice que eso debe cambiar y plantear otras alternativas. Finalmente 22 ha quedaron como Suelo R\u00fastico con Protecci\u00f3n Natural.<br \/>\n<\/span><\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i0.wp.com\/www.iucuellar.org\/2016\/imagen\/Permuta\/20160226RuedaDePrensa02.jpg?resize=677%2C380&#038;ssl=1\" alt=\"\" width=\"677\" height=\"380\" data-recalc-dims=\"1\" \/><\/p>\n<p><span style=\"font-size: medium;\">Con todos estos datos, no entendemos el sentido que tiene, realizar la permuta de los MUP n\u00ba 10 y 14, que actualmente son espacios declarados \u201cr\u00fasticos con protecci\u00f3n  natural\u201d, olvid\u00e1ndose de los m\u00e1s de 570.000 m<span style=\"font-family: Times New Roman,serif;\">\u00b2<\/span> (57 ha) de pol\u00edgonos industriales pendientes de desarrollar. No podemos olvidar que debemos proteger nuestros pinares, por los beneficios que nos aportan:<\/span><\/p>\n<p><span style=\"font-size: medium;\">-ayudan a regular los ciclos del agua.<\/span><\/p>\n<p><span style=\"font-size: medium;\">-evitan los procesos de desertizaci\u00f3n.<\/span><\/p>\n<p><span style=\"font-size: medium;\">-son fuente de energ\u00eda. <\/span><\/p>\n<p><span style=\"font-size: medium;\">-son dep\u00f3sitos de CO2<\/span><\/p>\n<p><span style=\"font-size: medium;\">-y como hemos podido comprobar, son fuente de trabajo, durante estos \u00faltimos a\u00f1os han ayudado a muchas familias a salir adelante. Etc. Etc.<\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Times New Roman,serif;\"><span style=\"font-size: medium;\"><em>Por todo esto, desde IU creemos que ser\u00eda muy grave, la eliminaci\u00f3n  de 9 Ha. de pinar declarado como  Suelo R\u00fastico con Protecci\u00f3n Natural,  para convertirlo en zona industrial.
